The Committee is composed of 18 members - nine from the House and nine from the Senate. Five members of the majority party and four from the minority party are appointed from each legislative body.

Under Pennsylvania's Right to Know law (Act 3 of 2008), the Committee is required to make available to the public its Right to Know Policy and a request form that citizens may use to request information under Act 3.
